The special low fee does not apply to residents of: Andorra, Australia, Austria, The Bahamas, Bahrain, Belgium, Brunei Darussalam, Canada, Cyprus, Czech Republic, Denmark, Finland, France, Germany, Greece, Greenland, Hong Kong SAR China, Iceland, Ireland, Isle of Man, Israel, Italy, Japan, S.
